Employer payroll report

All employers must complete the Employer Payroll Report (EPR) annually in order to update their account (address, name change etc.), calculate premiums for the current year based on the payroll estimate, and perform a final assessment for workers and contractors hired in the previous year.

We have created a new online form for employers to submit their EPR electronically. Paper forms will no longer be mailed to employers.

To submit your EPR, please complete the online form which will automatically upload when you are finished.

As we transition to a full electronic solution, you still have the option to download the PDF form. Use this option if you need to save the form or need to share it with others before submitting it. If you choose to download the PDF form, you can send it electronically by using the file transfer function. If you do not wish to file electronically, you can still send it by mail, by fax or deliver it in person.

EPR’s must be filed by February 29, 2024. If you do not file by the due date, you may be charged additional administrative fees and interest for late reporting and you may not be eligible for a CHOICES rebate.

You will need the following information to complete the EPR:

  • your Workers’ Safety and Compensation Board (WSCB) customer number;
  • CRA business number (if you have one);
  • primary business activities, including details if the busines was sold or closed;
  • names, birth dates and addresses of all directors of a corporation;
  • actual total payroll for all workers (up to the yearly maximum per worker) for the previous year;
  • a reasonable estimate of the current year’s total payroll (up to the yearly maximum per worker); and
  • information about the contractors/subcontractors you hired in the previous year.
If you need help or for more information please refer to the Employer Payroll Report Guide.

Payment options

Make a single payment

We may require you to pay your full assessment premium fee up front:
  • If you have a new account and no history of an account with us.
  • If you have not been compliant with a payment schedule in the past.
If you would like to discuss payment schedules with us, please contact us.

Pay in instalments

If you prefer, you may pay in instalments as set out on your assessment statement.

We can work with you to create a payment schedule that works for both you and us.

If you have a payment schedule and you cannot make a payment by the due date contact your employer services officer to make special arrangements. Without arrangements in place you may be charged additional administrative fees and interest if you miss a payment due date.

Payment methods

You can make payments to us in the following ways:
  • online banking (TD, BMO, CIBC, RBC or Scotiabank), use your 10-digit customer number without the dash or any spaces;
  • cheque or money order;
  • cash or debit card, in person only at 401 Strickland Street in Whitehorse; or
  • credit card, over the phone (867-667-5645 or 1-800-661-0443) or in person at 401 Strickland Street in Whitehorse.
    • If we already have your credit card number on file, we will continue to use it unless you tell us otherwise (you are responsible for updating your card number and expiry date).

Payroll estimates and actuals

When you submit an EPR, you are estimating your payroll for the coming year based on the best information you have at the time. We understand that things can change during the year.
You have until the end of the year to revise your payroll estimate to avoid additional administrative fees and interest charges for underestimating your payroll.

  • If your revised payroll estimate is made after September 30, no payment plan option is available for the increased assessment. You will be required to pay the full premium assessed on the revision immediately.
  • If you fail to submit a revision by the end of the year and your actual payroll is more than 125 per cent of your estimate, you may be subject to additional administrative fees and interest being charged on the amount that exceeds 125 per cent of the estimate.
